You see, many cartoon characters are made to behave or look like humans. They are not really humans, but they are made in a way that they can appear more human like, so that people can have a 'connection' with them.
Creators of cartoon characters are very creative people. They create characters that are not real, but even then, those characters have features that people can identify with.
Example- think of any cartoon character. Say, think of Mickey Mouse. You know he walks on two legs, has hands, wears gloves and is a 'boy' mouse. Similarly, Minnie is a 'girl' mouse, though she is not really a girl. But she behaves like a human girl, mostly. Also, Pluto is a dog, but a pet dog and Goofy is a dog, but more like a human dog- he walks on two legs and wears a cap.
As a matter of fact, most cartoon characters are made in a way that can capture your imagination. They are not real, but they have some traits that you can identify with.
Oh yes, some cartoon characters- like Snoopy the dog from the cartoon series 'Peanuts', are actually animals that behave like animals! Snoopy is a dog that behaves like a dog.
In the same way, Sanrio, the Japanese company that makes and owns the "Hello Kitty" character- designed Hello Kitty to look in a certain way.
When they made this character, they first thought, how should this character look like? And exactly how should she behave, so that when children watch her story or videos, they should develop a familiarity with this character.
So they started creating make believe facts for the character of Hello Kitty. These facts remain the same forever and can't be changed. These facts help the cartoon story-writers think better about how Hello Kitty will react in various situations, or what kind of dress will she wear...and so on. Also, many cartoonists can work on different stories or cartoon video stories around a cartoon character. So all of them should know exactly everything about this character- her personality, her friends, her family and so on.
You know that Hello Kitty is a character built by a Japanese company Sanrio, yes? In the 1970s, the Japanese were very fascinated with the British way of living. So, to make a popular character, they thought it would be great if they could make a character that was a girl. Actually, she looked a little like a cat but dresses and behaves like a girl. She has whiskers and pointy ears
